Baby oil or as in genreal terms mineral oil.How do you get water proof mascara off??
Make up remover or cream.
Try using an eye makeup remover, or baby oil works just as well. Also try facial cleansing wipes, like Dove or Oil of Olay- makes them. Hope this helps.
Try Vaseline
try using makeup remover!
Try this...it works really well for me!

If it doesn't work for you, then I would think about switching to a different mascara, one that's not as waterproof!
try using lotion just rub a little on the eye (when its closed of course) and then very gently wipe it off try not to rub very hard as this area is very delicate and you can cause damage if you rub to hard
you want to soak a cotton ball with eye makeup remover then apply it for several seconds to your closed eye. and wipe down. you want to make sure that you get a good make up remover. Mary Kay is the best. I think.
waterproof mascara can be removed by using a make-up remover made specially for waterproof make-up.

Eg: waterproof make-up remover by L'OREAL!

try it.
Use Vasoline ! It works for me
I use baby wipes.. They are the same as those loreal' face wipes but for way cheaper... Try lots of different things or maybe try a lighter color mascara.
Change your mascara. It should come off with make-up remover and if it doesn't change brands because it sounds more like glue. Or another possibility of why it's so difficult to remove is if the mascara is old. You are supposed to get a new mascara every month and if you don't it almost turns into tar.
MaKe Up ReMoVeR!(well, after all, it is made to remove make up!)

=)
Take a big bucket of Vinegar, baby oil, lemon juice, and soap, and soak the skin wherever the mascara is in the bucket for 20 minutes, do not get out, then rinse with soap and water, and it should come off
Use cream or makeup remover they both work well.
Mary Kay Eye Makeup Remover - works the BEST!

Let me know if you need a consultant.
try using baby oil or buy some eye make up remover from a cosmetolgist
