your mascara has smudged.
waterproof doesnt necessary means smudge-proof while smudge-proof doesnt necessary means waterproof.
if you have oily eye area, try to apply an EYE PRIMER prior to any eye make up. it'll help your make up to stay on longer. i used to use maybelline turbo boost and it gave me panda eyes at the end of the day while many of my friends swear that it's 100% smudge proof for them. now i'm using fasio and it's good enough for me.Why r my undereyes dark after i put mascara?
try using a makeup primer before you put on any makeup. it's safe to use even in your eye area. it prevents smears and smudges and holds liquid and color makeup in place. plus it minizmizes the appearane of fine lines, blemishes and pores. (yay!) mac, smashbox, sephora and ulta...they all have the really great ones. but try walmart, it could say foundation primer or makeup primer. or base.

but put on primer to help stop it.
and also if you find that doesnt work, try hairspraying your face.
i know that sounds idiotic but it seriously works for me! none of my makeup smears or goes anywhere. :) just make sure you dont get any in the eyes

Mmmh maybe your eyelashes just don't like mascara!!! But you're the boss so you're gonna have to find a way to make it stick! Try a primer or invest in a department sore waterproof mascara. You actually have to try hard to get it off! lol

try a different brand and put concealer under your eyes it helps just make sure your not rubbing your eyes a lot because that could be the cause of all of this:) good luck
